Notwithstanding any other law, rule or regulation to the contrary, the Board shall submit its annual operati ng budget and such capital improvement budgets as it finds necess ary directly to I Liheslaturan Guåhan no later than the fifteenth (15th) day of February of every year. Authorization of the College to enter into a renewa ble lease agreement with Guam Power Authority in order to dev elop educational opportunities to train workers for the emerging technologies related to sustainable and renewable e nergy. (a) I Liheslatura (the Legislature) hereby grants the College, pursuant to Title 1 GCA, § 1800, the autho rity to enter into this lease agreement with GPA. (b) I Liheslatura (the Legislature) hereby grants the College, pursuant to Title 21 GCA, § 60112, the aut hority for the College to enter into this o rity to enter into this lease agreement with GPA.
