There are hereby established annual legislative scholastic prizes for students at any public or private college in Guam. The student with the highest grade aver age in each class of the college is entitled annually to a prize selected by the Prize Committee and the student with the second highest grade average in each class is entitled annually to a second prize selected by the Prize Committee. Recipi ents of such prizes shall have attended the college for the full academic year in which their grade average is high est or second highest as the case may be, and shall have been full time students thereat. In the event two (2) or more students have identical high grad e averages, the Prize Commit tee estab lished in § 45103 shall choose the winner on the basis of l have been full time students thereat. SOURCE: '11901 GC. § 45103. Prize Committee. There is hereby established the Prize Committee on the annual legislative scholastic prizes as established in this Chapter . Such committee shall consist of five (5) members. The Chairman of the Commit tee on Education of the Legisla ture or his delegate shall serve as chairman, the four (4) others to be appointed by the Speaker of the Legislature. The Prize Committee shall annually convene upon call of the chairman to determine the prizes and recipients thereof. The President of the U niver sity of Guam, the Director of Education, and the Superintendent of Catholic Schools shall serve ex officio as nonvoting members of the Committee and shall provide the Committee esident of the U niver sity of Guam, the Director of Education, and the Superintendent of Catholic Schools shall serve ex officio as nonvoting members of the Committee and shall provide the Committee with assistance in the implementation of this Chapter . The Prize Commit tee shall inform the Legislature of the prize winners, and, working in conjunction with the Legislature, shall annually hold an appropriate ceremony for the award of such prizes. Such c eremony shall include appropriate honors for the occasion and at said ceremony each prize winner shall receive, in addition to the prize awarded, a suitable prize certificate, in a form approved by the Committee and signed by the Speaker . There are hereby estab lished annual legislative prizes, one for that Parent -Teacher Association of any of the public schools of Guam, and one for the Parent -Teacher Association of any of the private schools of Guam, which in the judgment of the Legislature, have done the most for their respective schools, for blic schools of Guam, and one for the Parent -Teacher Association of any of the private schools of Guam, which in the judgment of the Legislature, have done the most for their respective schools, for the pupils attending such schools, and for the community during the preceding year. Parent -Teacher Association Prizes Ceremony.COL12010617GCAEDUCATION CH.45ANNUAL LEGISLATIVE SCHOLASTIC PRIZES 3The Legislature shall annually set th e date during the month of May to hold an appropriate ceremony for the award of the annual PT A prizes at the Guam Congress Build ing. Such ceremony shall include the presenta tion of bronze plaques for installation at the schools served by the PT As receivi ng the prizes and, in addition, suitable prize certificates, signed by the Speaker and attested to by the Legislative Secretary , shall be presented to the officers of the winning PT As.
