There is created a special fund of the govern ment of Guam to be known as ALegislative Agen cies Fund, @which fund shall be kept separa te and apart from the Legisla ture Operations Fund and separate books and accounts kept with respect to the Legislative Agencies Fund. The purpose of the Legisla tive Agencies Fund is to provide a fund for the operation of the independent agency of the Legislative Branch, namely , the Suruhanu. All appropriations made to the independent agency of the Legislature and all other funds received by each of them shall be placed into the Legisla tive Agencies Fund.

(a) The Disbursing Officer for each agency usi ng the fund shall be the Disbursing Officer of the Legisla ture and the Certify ing Officer for each agency using the fund shall be appoint ed by the Suruhanu, and the Certifying Officer, shall be responsible for keeping the books of the Legisla - tive Agen cies Fund. (b) The authority to encumber and to au thorize the expendi ture of funds shall remain with each agency participating in the fund pursuant to the law creating such agency .
