The Governor of Guam shall establish within the government of Guam a safety program for employees, and in furtherance thereof, he shall cause to be made such studies and investigations as m aybenecessary to determine the safety conditions within the government of Guam. In carrying out the provisions of this Chapter, the Governor of Guam may enter upon any premises adminis tered by any department, agency or public corporation of the governme nt of Guam. A report from time to time shall be made as to safety conditions in the government of Guam, together with recommendations for preventing injuries, which report shall be circulated among the various govern mental agencies for implementation.
