Action and Responsibility . § 51101. Program . A Quality/Reliability Assurance Program designed to improve the quality , reliability and durability of equipmen t and construction, which is fabricat ed, repaired, installed, maintained, supervised, adminis tered or permitted, will be implemented by the Depart ment of Public W orks for government of Guam projects and con struction authorized through building permits. The Program shall be geared to: (a) Inform employees of the importance of their work contribution to the overall success of the govern ment of Gua m and the Depart ment of Public W orks in ac complish ing their mission; (b) Identify and eliminate causes of error; (c) Motivate each employee to do the job right the first time; (d) Develop the realization that personal job security is related to the accomplishment of quality workmanship; (e) Provi de individual and/or group recognition for superior workma nship; (f) Develop a spirit op the realization that personal job security is related to the accomplishment of quality workmanship; (e) Provi de individual and/or group recognition for superior workma nship; (f) Develop a spirit of teamwork, as well as competi tion, among individuals or groups to promote high quality work; and (g) Compliment and support related efforts of safety , beneficial sugge stion, resource conservation, and zero defects philosophy .
