In order to provide an orderly system for the num bering of buildings and properties within the territory (except such buildings and properties as are located within military reservations of the United States), the Director of Public W orks is her eby directed to prepare an overall plan for such a numbering system. SOURCE: GC § 10200 added by P.L. 4-81. § 52102. Uniform Plan for Numbers. The Director, in the pr eparation of said plan, shall: (a) take into consideration the house number requirements of the United States Postal Service for door -to-door delivery of mail. (b) formulate such a uniform system of street address numbers, (1) that each resi dence and busi ness address on Guam will b e of the United States Postal Service for door -to-door delivery of mail. (b) formulate such a uniform system of street address numbers, (1) that each resi dence and busi ness address on Guam will b e assigned an identifying number distinct from other such numbers on the same street; and (2) that each residence and busi ness build ing erected after the form ulation of said plan can also be assigned such a distinct number . The final plan shall then be trans mitted to th e Commission. SOURCE: GC § 10202 added by P .L. 4-81. § 52104. Submission of Plan to Legislature. The Territorial Planning Commission shall transmit the final plan to the Governor of Guam who shall, not later than January 1959, submit to the Legislature said final plan ion of Plan to Legislature. Upon receipt of the final plan submitted by the Governor for a number ing system, the Legislature may , by statute, adopt said plan. Upon the effective date of the statute approving the final plan, it shall be the duty of the Director of Public W orks to put into effect the plan so approved and he shall thereupon: (a) notify the occupants of those buildings properties for which numbers have been provided by said plan of their respective numbers; and (b) in issuing building permits under the provi sions of the Building Law of Guam, assign to such new buildings numbers which have been pro vided by ided by said plan of their respective numbers; and (b) in issuing building permits under the provi sions of the Building Law of Guam, assign to such new buildings numbers which have been pro vided by said plan. SOURCE: GC § 10205 added by P .L. 4-81. COMMENT : [June 1986] P .L. 14 -81:12 (November 1977) appropriat ed funds for the implementation of an island -wide mapping for home postal delivery . This has been completed, but not all street names and numbers have been installed, so that the island still does not have total home postal delivery . § 52107. Rules & Regulations. In furtherance of the intent of this Chapter, the Director of Public Works shall formulate and promulgate and may amend or repeal rules and r egulations to prescribe the size, appearance and location of the COL1201065GCA GOVERNMENT OPERATIONS CH.52STREET ADDRESS NUMBERS 3individual street address numbers and the manner by which each owner of buildings and properties assigned a street address number under the provisions of this Chapter shall affix to said buil dings and proper ties such assigned number . It shall be the duty of each owner of buildings affected by this Chapter (except those excluded from the provisions of this Section by § 52109 of this Chap ter) to affix to said buildings, in the manner pre scribed by ru les and regulations of the Department, the street address number assigned by virtue of this Chap ter. Exceptions. Such assigned numbers need not be affixed to prem ises used exclusively for religious purposes for which numbers have been assigned under the provisions of this Chapter .
