This Act shall be known and cited as the 'Guam Masters Award Act.' § 85A102. Creation. There is created within the Guam Council on the Arts and Hum anities Agency (CAHA) the Guam Masters Award, to be given to accomplished practit ioners ofGuam’s fo lk and tradit ional arts who have contributed to the preservat ion, advancement, and appreci ation of their art. § 85A103. Award Frequency and Limitations. CAHA shall accept no minat ions fo r the Guam Masters Award during the month of April 20 10 and every four (4) y ears thereafter. No m ore than four (4) awards may be given during each award year. Nominat ions for the Guam Masters Award may be accepted from a ny party other than CAHA, members of it s staff, management, and Board, or fro m a prospe ctive award candidate. § 85A104. Nominees for the Guam Masters Award shall be judged based on the fo llowing criteria: (a) Exemplary and act ive practice of a tradit ional art form. (d) Evidence of high artist icquali tyofwork and mastery oftraditionalart form via support materials. (e) Continuing artistic accomplishment. (f) Participati on in one’s art form via pract icing or teaching. (g) Artist ic excellence. (h) Benefit to artist ic tradition through contribut ions such as teaching, advocacy, organizing, and pres erving important repertoi res. (i) Contribution to living cultural heritage. (j) Active engagement in preserving the folk and traditionalarts.

(a) CAHA staff shall review no minat ion packets to ensure criteria and guidelines have been met. (b) A panel o f experts, to be determined by CAHA based on the nominees’ disciplines, shall convene to verify authent icity and merit, and to narrow the pool of no minees. (c) A panel of judges, to be determined by CAHA, shall convene to determine final recipients of the Guam Masters Award based on the Selection Criteria listed herein. ----------
