§304A-2688 Limitation of authority. Notwithstanding any law to the contrary, nothing in this subpart shall be construed to authorize the board to incur any indebtedness contrary to the state constitution or to incur any indebtedness that would be required to be included in the calculation of the total indebtedness of the State.
