(b) The naval force is under the immediate command and jurisdiction of the adjutant general. The adjutant general has all the rights, powers, and duties in connection with the naval force as the adjutant general has in connection with the land military forces.(c) The governor, as commander in chief, may:(1) make all necessary rules; and(2) issue orders;the governor considers necessary for the organization, administration, and discipline of the naval force.
