(b) A county executive:(1) may employ architects and other personnel necessary to design and supervise the building of a world war memorial; and(2) shall not adopt any design or plan for a world war memorial that, together with the cost of real estate and other expenses for the establishment of the memorial, exceeds the amount authorized for the project.
