'In lieu fee mitigation program', for purposes of IC 13-18-22-6, means a program under which a person proposing a wetland activity in a state regulated wetland provides funds to a third party that will use the funds to offset the loss of wetlands resulting from the proposed wetland activity.As added by P.L.147-2015, SEC.1.
