The acquiring, establishment, construction, improvement, equipment, maintenance, control, and operation of levees under this chapter are declared to be:(1) a governmental function of general public necessity and benefit; and(2) for the use and general welfare of all the people of Indiana as well as of the people residing in the district.[Pre-1995 Recodification Citation: 13-2-31-29.]As added by P.L.1-1995, SEC.20.
