As used in this chapter, 'material damage' means any:(1) functional impairment of surface features, structures, or facilities;(2) physical change that has a significant adverse impact on the nontarget site's capability to support any current or reasonably foreseeable uses;(3) significant loss in production or income; or(4) significant change in condition, appearance, or utility of a structure or facility.As added by P.L.29-2024, SEC.9.
