(b) A service animal shall have a harness, leash, or other tether, unless the:(1) handler is unable because of a disability to use a harness, leash, or other tether; or(2) use of a harness, leash, or other tether would interfere with the service animal's safe, effective performance of work or tasks;in which case the service animal must be under the handler's control by other effective means, such as the use of voice control or signals.As added by P.L.230-2023, SEC.7.
