(a) If:(1) an application has been filed with a local health department for a permit for the installation of a residential onsite sewage system;(2) a professional soil scientist registered under IC 25-31.5-4 has conducted an onsite evaluation, including a description of the soil profile, and has determined that the proposed site of the residential onsite sewage system is suitable for the installation of the residential onsite sewage system; and(3) the design and specifications for the residential onsite sewage system proposed for installation at the site described in subdivision (2) have been approved by either:(A) the local health department; or(B) at the option and expense of the property owner:(i) a professional engineer registered under IC 25-31-1;(ii) a septic system installer or inspector registered with the county in which the residential onsite sewage system would be installed; and(iii) the designer of the system, if the system was designed by someone other than a person referred to in item (i) or (ii);the local health department shall issue a permit for the residential onsite sewage system not later than thirty (30) business days after receiving a complete
