If a vacancy occurs in the position of a member who is the chairperson, the council shall elect a member to serve the remainder of the chairperson's term at the next meeting of the council.(b) The chairperson may not be a state employee.(c) Before August 1, 2023, the governor shall appoint the chairperson of the council.(d) The chairperson must meet one (1) of the qualifications of a member under section 5(b) of this chapter.
