The task force shall:(1) develop recommendations in a report for the general assembly concerning the issues set forth in section 7 of this chapter; and(2) not later than November 1, 2023, and before November 1 of each year thereafter, submit the report to the executive director of the legislative services agency for distribution to the members of the general assembly.
