(2) A maximum grant amount must be determined for each school corporation.(3) The amount that a school corporation may receive per student must be related to:(A) the percentage of students scoring below state achievement standards; or(B) for a freeway school or freeway school corporation having a locally adopted assessment program, the percentage of students falling below achievement standards under the locally adopted assessment program.The school corporation having the highest percentage of students scoring below state achievement standards must be entitled to the highest grant amount per student.(4) The actual grant to a school corporation must be the lesser of:(A) two hundred percent (200%) of the amount appropriated by the governing body of the school corporation under section 7 of this chapter; or(B) the maximum grant amount determined for the school corporation under subdivision (2).(5) The amount distributed to school corporations under the program may not exceed the appropriation by the general assembly for the
