As used in this chapter, 'contractor' means a person that satisfies either of the following:(1) Is a person that:(A) has entered into; or(B) is attempting to enter into;a public contract for services with a state agency or political subdivision.(2) Is a person that:(A) has entered into; or(B) is attempting to enter into;a contract for a public works project with a public agency.As added by P.L.171-2011, SEC.16.
