An applicant for license as a bail agent or recovery agent whose:(1) application has been denied; or(2) license has been suspended, revoked, or denied renewal by the commissioner;may appeal to the circuit court, superior court, or probate court of the county from which the bail agent or recovery agent applied for the license.
