(b) A communication including an absentee ballot application form:(1) approved or authorized for use in Indiana; and(2) transmitted through the United States Postal Service;must include the information required by this section.(c) The communication must set forth the name and mailing address of the person who mailed the communication and be presented in a clear and conspicuous manner to give the recipient adequate notice of the identity of the person who mailed the communication. A communication does not comply with this requirement if the information is difficult to read or is placed in a location which is easily overlooked.(d) The communication must satisfy both of the following:(1) The communication must contain the information described in subsection (c) in at least 12 point type size that is clearly readable by the recipient of the mailing.(2) The information must be printed with a reasonable degree of color contrast between the background and the printed statement.
