In a case where:(1) the county voter registration office is uncertain whether a signature has been affixed by a registered voter; and(2) this chapter does not establish a standard to be applied in that case;a reasonable doubt must be resolved in favor of the registered voter, and the signature must be certified as valid.As added by P.L.3-1997, SEC.19.
