A circuit court clerk or board of registration shall accept a registration by mail form for processing under this article whenever the form is presented by any of the following:(1) The United States Postal Service.(2) The individual registering by mail.(3) A person presenting the form on behalf of the individual who is registering.As added by P.L.12-1995, SEC.32.
