5(a) or 2.5(b) of this chapter by making a written application to the Title IV-D agency not more than twenty (20) days after the date the notice is mailed to the obligor.(b) The only basis on which an obligor may contest the implementation of an income withholding order under section 2.5(a) or 2.5(b) of this chapter is mistake of fact.(c) A Title IV-D agency or the office of administrative law proceedings shall:(1) not more than twenty-five (25) days after an obligor makes written application to contest an income withholding order under subsection (a), hold a hearing to review the Title IV-D agency's determination to implement the income withholding order; and(2) make a determination on the implementation of the income withholding order at the hearing.As added by P.L.103-2007, SEC.29.
