(a) A notarial officer may refuse to perform a notarial act if the notarial officer is not satisfied that:(1) the individual executing the record is competent; or(2) the individual's execution of the record is being done knowingly or voluntarily.(b) A notarial officer may refuse to perform a notarial act unless the refusal is prohibited by law.As added by P.L.128-2017, SEC.18.
