All of the trustees must be at least twenty-one (21) years of age and residents of the city for at least five (5) years before appointment.(b) Initial terms of the trustees are as follows:(1) The legislative body's appointees for terms of two (2) years.(2) One (1) of the executive's appointees for a term of three (3) years.(3) Two (2) of the executive's appointees for terms of four (4) years.At the expiration of a term, the appointing authority shall appoint a successor for a four (4) year term. Each trustee serves until the trustee's successor is appointed and qualified.(c) If a trustee dies, resigns, ceases to be a resident of the city, fails to qualify for office within ten (10) days after the trustee receives notice of the trustee's appointment, or is removed for cause, the appointing authority shall appoint another person as trustee for the remainder of that term.(d) Each trustee, before entering upon the trustee's duties, shall take and subscribe an oath of office to be
