The general assembly covenants that it will not repeal or amend:(1) IC 6-9-7-6;(2) IC 6-9-7-7;(3) IC 36-10-3-40;(4) IC 36-10-3-41;(5) IC 36-10-3-42; and(6) IC 36-10-3-43;in a manner that would adversely affect owners of the bonds as long as the bonds are outstanding.As added by P.L.157-1991, SEC.15.
