The governing body shall establish the rates and charges after a public hearing at which all:(1) the owners of systems; and(2) others interested;have an opportunity to be heard concerning the proposed rates and charges.As added by P.L.161-2002, SEC.2 and P.L.172-2002, SEC.7.
