(a) The city-county legislative body need not hold a hearing before passing any ordinance, except an ordinance that:(1) provides for the annual budget and tax levy;(2) appropriates previously unappropriated monies; or(3) provides for any general obligation indebtedness.(b) Whenever a legislative body is required by statute to hold a public hearing before passing an ordinance or resolution, a hearing held by a committee of the legislative body meets the requirement.[Pre-Local Government Recodification Citation: 18-4-5-2(b) part.]As added by Acts 1980, P.L.212, SEC.2.
