As used in this chapter, 'communications system' means any system:(1) designed for the transmission of writing, signs, signals, pictures, data, and sounds of all kinds by any means, device, or apparatus; and(2) intended for use only by public safety agencies for public purposes.As added by P.L.82-1985, SEC.3.
