The application must include a plan for improving public safety within the area.(b) The institute may not designate an area as a public safety improvement area unless the area:(1) has a high crime rate;(2) has boundaries that are expressly designated by the legislative body; and(3) comprises not more than twenty percent (20%) of the city's geographical territory.As added by P.L.21-1994, SEC.3.
