The remonstrance or appeal must be made not later than ten (10) days after the hearing under section 10 of this chapter.(b) If there is a remonstrance, the improvement may not be made unless specifically ordered by an ordinance passed by a two-thirds (2/3) vote of the unit's legislative body.
