§ 36-9-38-6

For purposes of this chapter, the following persons have the same rights and powers as the owner of the fee simple title to a parcel of real property:(1) The legal or authorized representative of the owner.(2) A person obligated under a written instrument to pay an assessment against the property under this chapter.As added by P.L.98-1993, SEC.9.
