Notwithstanding any other reporting requirement under this chapter, each state educational institution shall annually submit to the budget committee the report required by the commission under this chapter not later than December 1 after the close of each state fiscal year regarding the state educational institution's progress in achieving the goals established under section 2 of this chapter for the use of minority business enterprises, women's business enterprises, and veteran owned small businesses as contractors.
