§ 4-15-1-5-1

One (1) member shall be appointed for a term of one (1) year, one (1) for a term of two (2) years, one (1) for a term of three (3) years, and two (2) for a term of four (4) years. Every member so appointed shall serve until the member's successor shall have been appointed and qualified. Each successor shall serve a term of four (4) years.
