5-2.(b) As used in this section, 'regional holding facility lease agreement' means an agreement between the department of correction and a local economic development organization to lease an unused department of correction facility for the purpose of:(1) addressing the issue of jail overcrowding in Indiana;(2) reducing recidivism by offering programs in the facility as described under IC 11-12-6.5-1(d); and(3) obtaining federal funding to operate the facility.(c) The department of correction may enter into a regional holding facility lease agreement with a local economic development organization for not more than forty (40) years. The regional holding facility lease agreement may be renewed.(d) The department of correction may apply for federal grants to implement this section.(e) The department of correction shall adopt rules under IC 4-22-2 to implement this section.As added by P.L.239-2019, SEC.1.
