As used in this chapter, 'vulnerable population' includes:(1) individuals receiving services:(A) under IC 12;(B) from the department of child services established by IC 31-25-1-1;(C) through the criminal justice system or the juvenile justice system;(D) from the department of education as students who are at risk or exceptional learners; and(E) from the department of workforce development;(2) young persons of color; and(3) other individuals recognized by the board as members of a vulnerable population.As added by P.L.173-2009, SEC.1.
