As used in this chapter, 'substantial action' means:(1) adopting, publicizing, and implementing a formal plan to cease scrutinized business operations within one (1) year and to refrain from any new business operations;(2) undertaking significant humanitarian efforts on behalf of one (1) or more marginalized populations of Sudan; or(3) materially improving conditions for the genocidally victimized population in Darfur through engagement with the government of Sudan.As added by P.L.149-2007, SEC.3.
