(b) The system must:(1) be efficient;(2) provide modern two (2) way voice or data communication to user agencies without a duplication of efforts; and(3) allow user agencies with compatible equipment to communicate with one another, resulting in the efficient handling of emergencies and cooperation between agencies.As added by P.L.117-1999, SEC.1.
