'Consumer advertising specialty' means an item having a fair market value of:(1) not more than three hundred dollars ($300); or(2) more than three hundred dollars ($300) with the prior written approval of the commission;that is designed to be carried away from the retailer or dealer establishment by the consumer. The term includes items such as trading stamps, nonalcoholic mixers, pouring racks, ash trays, bottle or can openers, cork screws, shopping bags, matches, printed recipes, pamphlets, cards, leaflets, blotters, post cards, pencils, shirts, caps, and visors.
