'Advertising specialty' means an item having a fair market value of:(1) not more than one thousand dollars ($1,000); or(2) more than one thousand dollars ($1,000) with the prior written approval of the commission;that is designed to be used within a retailer or dealer establishment to attract consumer attention to the products of a manufacturer. The term includes items such as posters, placards, designs, inside signs (electric, mechanical, or otherwise), window decorations, trays, coasters, mats, menu cards, meal checks, paper napkins, foam scrapers, back bar mats, thermometers, clocks, calendars, and alcoholic beverage lists or menus.
