The holder of a distiller's permit also shall be entitled to import and sell within this state liquor fully manufactured outside this state and ready for marketing when imported. A distiller may sell imported liquor only to a person who holds a liquor wholesaler's permit, or to the holder of a rectifier's permit, or to another distiller. A distiller may not sell imported liquor at retail nor to a retailer.
