As used in this chapter, 'damage' means:(1) the substantial weakening of structural or lateral support of an underground facility;(2) the penetration or destruction of a protective coating, a housing, or another protective device of an underground facility;(3) the partial or complete severance of an underground facility; or(4) rendering any underground facility inaccessible.As added by P.L.69-1990, SEC.2.
