As used in this chapter, 'non-revenue water' means the difference between:(1) the volume of water entering a water utility's water distribution system; and(2) the volume of water:(A) that is received by the water utility's customers; and(B) for which the water utility bills its customers.As added by P.L.15-2019, SEC.7.
