If the permit authority denies an application, the written notice must include substantial evidence in support of the denial.(b) For purposes of this section, a notice is considered written if it is included in the minutes of a public meeting of a permit authority.(c) If a permit authority fails to act on an application within the applicable deadline under section 20, 21, or 22 of this chapter, the application is considered approved.As added by P.L.145-2015, SEC.3.
