It is the intent of this article to:(1) encourage investment in Indiana by private entities that facilitates the development, planning, design, construction, maintenance, repair, rehabilitation, expansion, financing, and operation of transportation facilities; and(2) grant public and private entities the greatest possible flexibility in contracting with each other for the provision of the public services that are the subject of this article.As added by P.L.47-2006, SEC.40.
