As used in this chapter, 'public road' includes any public highway, road, and street in the state (including any toll road or tollway), whether maintained by the state, a county, a city, a town, or any other political subdivision or body corporate and politic separate from the state but exercising powers constituting essential government functions.As added by P.L.386-1987(ss), SEC.13.
