'Commerce corridor' means that part of a recognized system of highways that:(1) directly facilitates intrastate, interstate, or international commerce and travel;(2) enhances economic vitality and international competitiveness; or(3) provides service to all parts of Indiana and the United States.As added by P.L.87-1991, SEC.1.
