(b) The board shall hold regular meetings, to be held not less than four (4) times a year, and shall keep its meetings open to the public.(c) The members of the board are entitled to reimbursement for traveling expenses and other expenses incurred in connection with the members' duties, subject to state travel policies and procedures established by the state budget agency, to be paid by the district.(d) A majority of the members appointed to the board constitutes a quorum for a meeting.
