'Special machinery' means a vehicle:(1) that is designed and used to perform a specific function that is unrelated to transporting people or property on a highway;(2) on which is permanently mounted machinery or equipment used to perform operations unrelated to transportation on a highway; and(3) that is incapable of, or would require substantial modification to be capable of, carrying a load.As added by P.L.210-2005, SEC.11.
